After much threats the English have deregistered all FIDE active players who do not have a current ECF membership.
80+ players including a GM now have no published rating.
I'm not sure what effect this will have on players changing nationality. The admin fee involved in changing nationality with FIDE is equal to 10 years membership. |

Matthew Turner has asked now to change his federation to Scotland based on Scottish grandparents.
Something for AGM to discuss - this would affect scot champs & olympiad |

As I am sure Alex is aware, it is not just the admin fee involved. There may also be a transfer fee and compensation payable to the federation the player is transferring from.
In Matthew Turner's case as a non-resident GM the transfer fee would be considerably more than the admin fee.
The ECF have not asked for any compensation in the case of GM David Norwood who has recently transferred from England to Andorra. |

Can the ECF require a transfer fee and/or compensation to be paid in respect of a player who is not a member of the ECF and is therefore not, strictly speaking, transferring from the ECF. |

I think any transfer fee is payable to FIDE and is designed to deter players from playing under flags of convenience.
Likewise I think the idea of any compensation is to compensate federations who may e.g. have invested heavily in a promising junior only for that junior to be poached by another federation.
Whether the player is a member of the federation the player is transferring from is irrelevant.
At the moment it's all hypothetical anyway since, as DMB has pointed out to me, Matthew Turner does not appear to meet CS's existing current policy of which players are eligible for Scotland - see http://www.chessscotland.com/international/elignational.htm |

Matthew just wants the flag.
He doesn't want to play for Scotland.
He would also be ineligible to be Scottish champion.
Is there any harm in him just having the flag to keep his ELO ? |

If there is a way to do this for Matthew, Phil & I would support this 100%
Matthew has given up his time (no fees charged) to be coach to the Scottish Junior Squad at the Glorney Festival 2009 & 2010 (he was planned to do it this year in Dublin too but due to unforeseen circumstances had to drop out). He was not only been a great coach to the players but we believe our other coaches that were in attendance at those events also benefitted from his coaching skills.
Matthew has been a Chess Scotland member for a number of years. |

I don't get why the Fide fees are so much for this sort of thing. I'd rather buy a car than change Federation (if I was a GM)! They are only changing a wee flag on a screen and a couple of other things... |

I would suggest that if the ECF have deregistered any player they they are effectively giving up any claim on that player and they are a free agent.
No transfer and/or compensation should then applicable to, or by, the ECF. |
