Folks,
For anyone interested in injecting a bit more life and vibrancy into their local chess club, league or tournaments, a book is coming out in April 2010 which is MAJORLY relevant.
The book called Developing Chess Talent & is by IM Merijn Van Delft & his father Karel Van Delft.

It covers their experiences setting up chess events, clubs & training in Appeldorn in The Netherlands and is an excellent book ( yours truly has been struggling with the current (dutch) edition & his smattering of Dutch from his student days).
Its packed full of ideas to help promote your club to a wider audience.
If you only implement a couple or handful of the ideas that they have made work in practice, I think you will see the benefits. No matter how good your league, club is I guarantee there will be some nuggets in there which you will be able to apply.
The book is all about a bottom up approach - what can be done locally within a club, within an area - tapping in to what interest their may be.
Some of the ideas like - having an annual newspaper/letter with distribution in the 10's of thousands may not work here, but a lot of the other stuff can.
