Satu Mare(Romania), 17-23 december 2010

Tournament structure: general open for registered players included in the national (CIV) or international (Elo) lists , with the possibility of achieving category I, candidate master and master norms. For the Elo coefficient the tournament will be registered with FIDE and the Romanian Chess Federation.

System and rate of play: This will be a 9-round swiss tournament.
Rate of play will be : 90 minutes/40 moves+ K.O. 15 min (+ 30 seconds per move starting with the first move)

Technical meeting: To be held on december 17, 2010 at 15.00. Pairing will be made by computer via Swiss Manager.

The German Youth's House of Culture, Str. Vasile Lucaciu nr.9

Each competitor has the right to claim a maximum of two byes (=0,5 pct.) for any one of the first 7 rounds, but the claim must be made before the start of the round predecessing the one in which he or she will not play.
Each participant is asked to bring a chess set and a functional chess clock.All chess hardware, however, will be provided by the organizers for the top 25 boards.

Prize Awarding Ceremony: will take place on december 23, 2010 at 15:00 hours.

Entry fee:
GM, WGM, IM, and WIM are exempt from starting fees.
Residents of Satu Mare (members of Satu Mare chess clubs): 50 lei
General: 75 lei
Juniors < 16 years and seniors > 60 years: 60 lei
Organizing fee: Persons seeking accomodation by intermediation of the organizer will pay a 25 lei fee.
Entry fees, organizing fees and the accomodation and meal rates must be paid at the technical meeting.

Please confirm your participation until December 10, 2010.
Players registering after this date will pay a 20 lei addition to the starting fee.


Hotel and meal rates:
o Boarding school bedroom 10 lei/day.
o Hotel Sport str. Mileniului nr.25 2-,3- or 4-bed rooms: 33 lei/day/person
o Hotel Perla**-***, strada Liviu Rebreanu nr.26 (www.hotelperlasm.ro) double rooms: 49 lei/night/person the place in double room, with fridge, TV, internet and buffet breakfast.
o Restaurant PERLA: lunch + dinner 30 lei

PRIZES:
1st Place - general classification 2 800 Elo <2200, 1st Place 200
2nd Place - general classification 1 500 Elo <2000, 1st Place 200
3rd Place - general classification 1 200 Elo <1800, 1st Place 200
4th Place - general classification 900
5th Place - general classification 700
6th Place - general classification 500
7th Place – general classification 300

Total prize fund : RON 8,500

Juniors <12 years: 1.Cup + medal 2.Medal 3. Medal
Juniors <10 years: 1.Cup +medal 2. Medal 3. Medal

Prizes exceeding RON 600 are subject to taxation (income tax 16%) and are guaranteed for a starting list of 40 or more players.
Prizes are in netto value, guaranteed, not cumulable, and will, in case of point equality, be awarded through the Hort System to a number of players corresponding to the number of listed prizes. For the special categories, both prizes will be awarded only if there are at least 5 players within the respective category.
Tiebreak criteria will be randomly handpicked from sealed envelopes by the best-rated player of the tournament upon closure of the final round.
