I came accross this story about a chessplayer turning up at a tournament in Chennai in India drunk and falling asleep at the board and losing on time after 11 moves!!

His punishment should be far greater than this. This punishment does not demonstrate how innapropriate the crime actually is and as a result negatively effects the game and what it stands for.
