there is a 10000 euro compensation fee payable when GMs change federation
the ECF might waive this providing Matthew does not play in Olympiad against them

Matthew just wants the flag.
He doesn't want to play for Scotland.
He would also be ineligible to be Scottish champion.
Is there any harm in him just having the flag to keep his ELO ?
